Paging touches [EvalRunDiff.Cases](/api/tracon.evalrundiff/#Tracon_EvalRunDiff_Cases) only; the counters are
always for the whole diff.

The tenant both runs must belong to.

Required. The tenant filter is never optional: a run belonging to
another tenant reads exactly like a run that does not exist.
