Derive from this contract only when the tool declares
[TraconToolRegistration.SafeToRepeat](/api/tracon.tracontoolregistration/#Tracon_TraconToolRegistration_SafeToRepeat). The base
[CustomToolContract](/api/tracon.testing.contracts.tools.customtoolcontract/) remains the contract for tools that do
not make that idempotency promise.
