#### Remarks

This is triggered only for a missing tool name when `Tracon.Mcp`
is registered. A slow MCP server must not overrun the validation endpoint.
On timeout, the result is `Inconclusive`, not `Valid`.

Must be from one millisecond to about 49.7 days; any other value fails at startup.
